U.S. intelligence expecting North Korean 'October surprise'

the run-up to the November elections, as Pyongyang cements longstanding ties with Moscow. It comes in anticipation of a likely meeting between North Korean dictator Kim Jong-un and Russian President Vladimir Putin, who was reelected this year with 87 per cent of the vote after more than two decades in power.
