Russian troops mined access roads and made it dangerous to enter or leave the city, according to residents, volunteers working in Kherson Oblast, and Ukrainian officials.
"It's a humanitarian catastrophe, people are driven to despair," Tetiana Hasanenko, the exiled head of Oleshky's military administration, told the Kyiv Independent.
